Hill College Board of Regents September 2022 meeting summary

The Hill College Board of Regents met Tuesday, September 20, 2022, for their monthly meeting.

Regent Tony Marley gave the invocation.

Board President David Teel called the Public Hearing to order at 12 p.m. With no comments, Regent Teel called the Regular Session to order at 12:03 p.m.

Minutes from the August regular and executive session meetings were reviewed. Regent William Auvenshine moved to approve the minutes and Regent Jennifer Nowlin seconded. The minutes were unanimously approved.  

Billy Don Curbo presented the Financial Report for August 2022. Regent Marley made a motion to accept the financials as presented and was seconded by Regent Karen Brackin. The motion passed.   

Dr. Thomas Mills gave the President’s Report presentation, including:

  • Welcome Week.
  • Guest speaker for Lions Club.
  • Attended the Century Club meeting with officers’ election.
  • Attended first HC Foundation meeting for the 2022-2023 year.
  • Johnson County Education Foundation disbursed $4,700 in scholarships for Johnson County students.
  • Distributed We Believe Campaign contribution forms to Regents in attendance.
  • Update on enrollment.
  • SACSCOC self-assessment survey will be sent by email for Regents to complete.
  • Conflict of Interest forms for annual signature distributed.
  • Scheduling photo sessions to update some of the Regent’s pictures in the Administration Building.
  • Presented Asset Management Plan to assist with project needs on campus including repairs and beautification with scheduled maintenance program and deferred maintenance action plan.
  • Continuing to hold employee Teach the President forums, Lunch with Tom meetings, Integration team, etc.
  • Attended Soccer game played against Rose State.

Paul Brown presented an athletic report.  

Dr. Mills presented Consideration of Approval of Bids for Phase 1 of maintenance plan projects including removal of dead trees and brush on campus. Regent Nowlin made a motion to approve the bid utilizing the best bid offer and was seconded by Regent Rick Sullins. The motion passed.

Curbo presented Consideration of Tax Rate. Regent Auvenshine made a motion to accept the voter approval tax rate of $0.080530 and was seconded by Regent Bill Galiga. Those in favor were all members in attendance, David Teel, Bill Galiga, Bill Auvenshine, Karen Brackin, Tony Marley, Jolene Lehmann, Jennifer Nowlin and Rick Sullins. Those against, none. Those not in attendance at the meeting were, Kent Eubank, Dwight Lloyd, Allan Lane and Kevin Ray.  

Jamie Jaska presented Consideration of Personnel. Regent Galiga made a motion to accept the recent personnel changes and was seconded by Regent Brackin. The motion passed. 

Regent Auvenshine made a motion to adjourn to Closed Session at 1:13 p.m. and was seconded by Regent Galiga. 

The board returned to Regular Session at 1:21 p.m. with a motion by Regent Sullins and a second by Regent Galiga.

With no further business to conduct, Regent Brackin made a motion to adjourn, Regent Nowlin seconded the motion. The meeting adjourned at 1:22 p.m.
